Our Approach
Foundation Layer works at the level most technology debates skip: the systems beneath the systems.
We focus on the technical, institutional, and societal infrastructure that shapes how digital power is created, distributed, and sustained over time. Not just what technology does today, but what it makes durable tomorrow.
Our work is grounded in three principles:
Start upstream.
Designing for longevity requires intervening early. We examine incentives, governance structures, and foundational technical choices before risk hardens into dependency or harm. Lasting resilience does not come from retrofits or reaction.
Treat technology as sociotechnical.
Digital systems operate within human, institutional, and market contexts. Shaping incentives and guardrails early helps align technical capability with real-world responsibility, rather than retrofitting controls after failure.
Build capacity, not dependency.
Our goal is not to centralize expertise or dictate solutions. Strengthening human agency is essential to resilience. We equip communities, practitioners, and decision-makers with the understanding and judgment needed to engage technology deliberately and shape outcomes over time.
